Ithink that its not the pirates that's the problem. If you could just make the noobs with their cargo transports undesirable. Wether it be severe penalties to people killing noobs, or giving noobs some adequate defenses to ward off that pirate who is looming up behind you.

Inexperience is always going to lead you intro trouble, true. But actually the problem is a lack of balance at the moment. It's simply not fair when you start playing, try a bit of trading, and someone who's maybe only played the game a week or so longer than you, can kill you without trying, and there's nothing you can do about it.
With the missile ban in the starting systems, even if a police guild member or some other friendly player wanted to help the newbie, they can't if the pirate has shields. And they all do, of course.
While I've seen pirate clans talking about rules of engagement, either they ignore them or there are lots of "freelance" pirates who're just hanging around stations shooting anything that moves. They may as well: while they're in the starting system they're basically invulnerable, and even if they just get a bit of water or food or whatever, it's all free profit.
They won't be able to do that forever :] I'm still badgering mit to make some changes, but the fella's very busy at the moment - so be patient, please...

Mit is planning to solve the problem by making people not want to kill newbies, instead of not allowing them to.
That's the reason why weapons aren't banned: he doesn't want people to not be allowed to kill newbies, but to not WANT to kill newbies.
Still, a weapons ban would be nice until the game is at a point where people don't want to kill newbies.
