u cant unistall dxcomponents

the dirext components should be in a directory deep within your windows directory
if you cant find it then the files probably got integrated into your windows system directory, Thats where i found d3d8.dll .
Try deleting it then reinstalling DX9
not sure if this will work for u but its worth a shot
