skills reported as being learned early

Description:
often times, the "You have learned...." message will pop up and the info screen will display a skill as being learned a few days before it actually is. players then would have to relog to see that they are in fact still learning the skill since they wont be able to build stuff.

Steps to Replicate:
learn a skill
wait

or just set the day length to 1 to observe faster results.
when it says you have learn the skill, quickly do a *showskills on yourself to see your actualyl still learning it.

If you decide to learn a skill at 5pm, and it says it takes a day, it'll pop up a message at the end of that day. It'll also show you learned the skill too, but if you try to take a job, it won't work. You gotta wait til 5pm the next day, then it'll pop up another message.

At least, that was my experience with it.

Today on Zoric i enrolled on the landscaping skill and it was due to take 4 hours, but when i was logged in, a message came up saying I've learned it. I'm not sure if i have because i don't own a town on the planet yet so can't experiment but i'm sure it was early for me. Never thought about it again till i saw this topic.

This was caused by a server system that meant only 1 character would have their lessons updated every 1/10th of second, until everyone was done. Fine for a lil world, but when theres 4000 characters registered that meant it could be up to 400 seconds before the player record got updated.

Fixed server 0.50.6 - new system updates all characters within 5 seconds of the day changing.
