Few fixes and tidyups on bdat editor..

can't add buildings in the middle of a bdat anymore.
or is that meant to be?

yeh ive turned that off coz its rarely the right thing to do and beginners to bdat editing too often feck up their worlds by accidentally shifting the buildings around in the list. I'll add some rearrange list options on the menu soon, for now, if u really need to rearrange the list u can do it with copyin and pastin stuff about.

Maybe you can have it add a new one, but have it count up as a new number even though they added it in the middle?
Also what about have an advanced user setting you can turn on for more controls and have a message popup that if enabled you coul dmess your buildings up if you are unsure how to use the advanced tools.
