There are things called 'abusable bugs'. They're not very common in TU, but they do exist.
Since the betas still contain lots of bugs, it might contain a bug that would, for example, allow you to buy buildings that aren't for sale. If you use that bug over and over again for your own gain, and don't report it, you are abusing your beta power.

yes, thier could be abusable bugs, many times they make it threw the beta clients into the public clients too. but did you forget thiers also other players that will see and report any possible wrong doing? thier are also logs that show alot of info.
as for your example, its hardly arguable.
something like that would be kinda hard to abuse without getting caught. any player that used a bug like that even only a few times would be caught right away when the players complained about the lost buildings, then they would be banned, labeled as a cheater threwout the game, the buildings returned to thier rightful owners, and like most players who have cheated be hated and drivin away by all the other players. i can't imagine any world owner who woulden't ban a player for cheating.
overall, that scenareo is nothing special at all seeing how thiers already a few loopholes in the public client (which are semi-unfixable) that could easily be abused with barly any way of being caught.
the group could easily still maintain its security taking 'possible abuse' into account. just set it up so it players can freely join but have a blocked ip/user/e-mail list that gets manually edited via a staff accessible web-form to prevent some people from joining. this form could be takin a step farther to offer info asto why a certain player is blocked aswell.
waiting problem solved, less work for the staff, and still secure.

Sooooo... Someone has SLAMED the door shut on open-beta Now it's closed-beta...so you are making sure that no beta virus people come in and destroy the program...
