How to be a World Owner

I would like to set up my own world. I've got the bandwidth.
The machine I would be using is a virtual machine :)
Any chance of letting me?

Not a case of letting you....
You have to pay... go to Donate and donate the aproprate ammount...

BUT you do have to meat the world owner requirements... before you know you meet them don't donate.
