I Ark3000 was ordered by my scarban leaders to pass this messeage to the leadership of the NR:

Dear Stimutacs, alien to Andromeda, like us, yet of unknown origin. Dear David, brave human fighter, which has yet much to learn by the ways of the present Universe.
The NR, which solely reings upon Andromeda, which holds an evil reign, a reign of injustice, pain, and hate. We see that destruction upon this reign is not a solution. We scarban's are willing to NOT waste our power on the barbaric and primitive art of destruction, yet we come with diplomacy. We are GLAD that the Galaxy Andromeda is being governated by a strong group, and so is a small prevention of invasion by external groups.
Yet, we ARE NOT HAPPY, by the ways of this reign. Our mission upon this Galaxy was to bring order, peace, and a good spirit upon this galaxy. The NR has been a obstacle in this mission, and THAT is the reason for our order of attack upon our scarban warrior.
We sent a scarban warrior, to create an order, the Union Army. This order has 3 basic goals: Guard, Protection, Support. The Union Army was sent as a guardian of the galaxy, as the general police. The Union Army, is not in whatever moment, INTERESTED IN POWER POINTS. Our only interest when targetting another faction is having them change their ways, and if they fail to comply, more war will be descended upon them. We DO NOT care if such group, such order, is strong in power, WE DO NOT CARE if such order is weak. Bad actions, must be punished, by the Union Army. For THIS is what the Federation wants.
We have been informed of the last conflicts with the NR. But yet we see that the NR is changing it's ways. We see that there was a morality lesson in such group. So, we, the scarbans give you the gift, of diplomacy.
IF the NR promises to hold back such vague hostility, such bad spirit, such disrespect upon the Galaxy Andromeda, and if the NR promises to not get in our way of our mission : Guard, Protect and Support. WE WILL ORDER A CEASE FIRE. WE WILL ORDER TO DIMINISH THE HOSTILITY. YET!!!! We WILL ALLOW FRIENDLY BATTLES between members of BOTH GROUPS. BATTLES WHICH WILL NOT BRING HOSTILITY, AND DISRESPECT, YET IT SHALL BRING FUN AND GOOD SPIRIT. For we UNDERSTAND that it is a TRADITION in this Galaxy, wish we shall NOT INTENT on DIMINISHING..
BUT!!! There must be an end to the endless and disrespectful arguments between members of such Galaxy, there must also be an END to the enemistic spirit which can be felt upon the Galaxy Andromeda.
WE DO NOT SEEK THE END OF YOUR REIGN, with this, we wish for you to keep it, it protects Andromeda. But we need you to change certain ways which is NOT BENEFICIAL to NONE of the members upon this Galaxy. WE DO NOT WANT "LONG WINDED VILLIANS" anymore, we want normal members of the Galactic group, who hold a reign upon it.
We already see that the human David, already wishes this. And so we admire.
