I need some good programs for:

sound altering

that is all I need at the moment, I'm having a very bad few weeks and its not going to end any time soon, so please excuse me if I seem a little upset.

(ps, T(U)he movie might take a halt for a while untill I can get my life back on track )

Depends what you want it for (what kind of sound altering?) but Audacity is a good free editor:

like making sounds go higher, lower, more bass,blah blah blah, that kind of stuff,

I suggest Sony Soundforge V.8, although A newer version may have been released.

Its the program I use to do my professional sound editing.
