the exact cause could be numerous things....so lets start with...
is the world running when you try to connect?
is there a firewall blocking it from accessing the internet?

do you have a router? if so, you should forward the port the world uses to the pc hosting the world. a small guide to doing this can be found at http://www.theuniversal.net/forum/viewtopic.php?t=132

Never mind found out what to do in other topic
in general options you got to change galaxy.exe to Theuniversal.exe (in the map > Clients)
and then also change the directory to C:\Program Files\TheUniversal\Clients (if you didn't move the file somewhere else)

:D :D :D
(edit)
and it works, sorry that i didn't look through the topic's first
