i know republic does it, but how exactly?

i assume it uses a combo of the auto repair in the bdat and the monthly building decay in the settings. but in the bdat, its repair per cycle, the decay is monthly, so how many 'cycles' are in one month?

I believe republic does it using the *settings -> Buildings -> Special building decay
With this set to 1, the building decay occurs at the same time as the normal production cycle. (i.e. Daily in most cases, and controlled through the Global Production Rate setting)

And then the other part of the trick is Buildings -> Building Damage.
Mode 8 here means that each building's decay rate is set in the buildings.dat rather than being the same for all buildings. The building's armour value is multiplied by the standard decay rate to allow each building to decay at a different speed. Because the armour value is used to control the decay, all buildings have the same default armour when using this mode.
