Only use infimp in space?

This message keeps popping up when I try to infimp from one planet to another...Is there a rule that I'm missing here like you have to infimp from non federation space or something? From my observations, I'm in space.

back away from the planet a bit, relog, and then you can use it

Also, i dont think it lets you use the infimp drive to worlds you can reach with the finimp drive

no it can take u to any world as long as it has a name [not an unknown planet]
