trading for skills ignores the skill limit

Description:
on zion, the max skills is set to 3. however, this seems to only apply to skills you learn, not skills you trade for.

you can learn 3 skills on zion, then get some grades and trade the grades for more skills.

yeah this has been a bug for ages and i guess more advanced players wouldnt notice it as they dont use the basic skills anymore.

and it happens on all worlds with the buying of skills and the trading of skills
