Anchors away, there's plunder to be had, Arrr!
I do minor pirating, however I run by a code of "honor" and economics.
If the ship is hauling water, food stuff of less than capacity high priced Items I figure that the pilot is poor and taking that loot will ultimately mean that s/he will have to take longer to get ripe for the big money. I do track player's progress I scan and see where they are in the trade scheme. Since I most likely will come across them several times hauling trade goods through the same system I bide my time and let them generate fundage and cargo to where an attack is worth while.
Unless they are in a lowly cargo vessel hauling a few New Technologies (Zion buys at 6200 Credit) that just screams "Come Rob Me!" Even if it is just one New Technology it’s worth the kill and damned the consequences or if it bankrupts the trader.
I only strike one player once a day, again economics. I figure that many players have invested most of their fundage into cargo, thus if I wipe them completely out then there is no plunder to be had.
Unfortunately the space lanes are big and empty, too many shuttle craft (no cargo) and most often the majority of the traffic is in Federation Space, protected space. Being solely a pirate means you will starve to death. However there are those who do not work with a code of honor/or economic goals and who do just prey on the same person over, and over again even when loot it not involved.
I think we are confusing pirates with folk who just love to kill players here. Pirates are (in theory) hunting for the loot, killers are just killing to be killing.
I do not know how possible these suggestions are, but I have a few:
1. Increased bounty for multiple kills of the same player. Let’s say 30 minute to an hour of “tracking” of the ship that one has destroyed, if you destroy it again you’re bounty increased exponentially. “Honorable” Pirates (Like meself) would, due to being honorable and not stalking a player, have a lower bounty per number of kills than a “stalker” who is just hunting and tormenting the same player. Other Multiple Player games with player killing have a similar method of dealing with Player killers, those who are in it for killing are charged for that, while those who only kill occasionally or in self defense are not going to have as big a bounty quickly as those who just do mass killing.
2. Pirate Insurance*: Free to all with 100 Credits or less, pays you 50% of the value of your cargo lost to a pirate that way if a person is hauling a full load that has eaten up 100 credits that they will get back 50 credits and still be able to play/trade. Charge for insurance for players with more than 100 credits. This way the player can still get a semi-load of organics (5-6 of them) or a full load of water/food stuff. *Note insurance does not cover bad trade deals, hostile alien movements, or loss of perishables because you jettisoned cargo to keep from being killed by a pirate. Insurance rates increase with the amount of assets (ship/cargo capacity/drive system, in bank funds, etc) that a player has. This way is a player has tied up 6200 credits in to one New Technologies, should they have purchased an insurance plan then they could get something back instead of being left completely high and dry when a pirate takes advantage of the situation.
3. Cargo Reward of ¼ to 1/2 of the cargo to attacking player should the attacked player hit F12 and/or esc to “escape” the attack. This way a player can choose to leave or stay but each will come with a cost and the pirate will get something for his/her efforts instead of dumping money into missiles that are useless due to vanishing spacecraft.
4. The infinite and finite drives should be able to work even if a vessel is attacked or at least the finite drive – this way a player can choose to space cargo and run a way. BUT who ever has targeted the running vessel should be messaged with “Attacked Vessel Jumped Away” That way the pirating player will know what happened to the vessel s/he was attacking instead of being left clueless as to where the prey went. This opens up the ability for the pirate to know that cargo pods are floating around there to be picked up. I discovered, listening into the guild channel that a player I thought who had used F12 to escape attack actually dumped cargo and “jumped”. A full load of computers drifting around in space and I didn’t know it.
5. Maybe allowing folk to use the Infimp Drive with 1-5 tonnes of material is possible? Instead of ditching all of their cargo they can ditch the cargo that would limit their ability to “jump away” when under attack that way they would still have “something” left to trade and keep from being bankrupted?

My rule is whether the trader has over a 1000cr worth of cargo (unless I'm bored, so I guess I wouldn't be an honorable pirate). If the trader does, I either try to kill her/him then or just watch the person trade until 2-3 thousand credits are accumalated. Then hopefully attack before they buy the Gal Freighter or have enough money to.

Ok I don’t know about everyone else but every now and then when trading in an outer system a rouge player will start to attack these aren’t really pirates and are more annoying than threatening. so I thought we should teach them a lesson and destroy them (maybe get their bounty too) basically if you want to join this agreement/alliance where if a trader is attacked he/she can simply say where they are and who is attacking and if some one is available they will come and help so if you would like to join and help simply go into space and when on the chat option 'main' put;
