I am recieving this message quite a bit on various planets around the Universe and I have no idea what seems to be the matter. What is the meaning of this message and how do I avoid it?

are you playing with anyone else over a network? I had similar probs because of this.
Basically, similar IP's are banned from working together to prevent cheating. if the player you are attempting to trade with planetside is playing over LAN with you, or has a similar IP, its no-go, I'm afraid.
If you're not playing over lan, it may be some other problem, so post back

that is usually the meaning of that message, however, in this case its happened because the gal server and chat server were both down, and they are normally used to verify and dispatch player's unique IDs.
As they were both down, a lot of ppl ending up having an id of -1 for a while, so all those players couldnt trade with each other.
Now the central servers are back you should find the problem has gone away - as you'll now have been assigned a proper ID.
