Modelling
Models usually come from a 3DS Max format or the directX model format, which are then converted to the game's proprietary ATM format. Therefore, any programs exporting to 3DS or X format will work.
Textures can either be jpeg or bitmap, so any crappy little paint frogam will work - I think I heard hedge mention the gimp a little while ago :]
