go to
www.tuwr.net and click on commands, then owner commands, then scroll to the .mapclear commands. Stand on the tile and type the appropriate command, think it's .mapclear 3. I haven't figured out how to stop that problem when players do landscaping.

dont wanna delete any of the texmaps theyre supposed to be there.
i dont see how removing the texmap will solve this players inability to see the texmaps.
cause most of the people that join the world can see them once theyve loaded.
he has the texmaps in his file, but the engine isnt displaying them on the ground for him, for some reason. i can see them fine and so can some other players who've visited my planet.

not sure, but trust me, it's your only option. Good advice, don't let players do landscaping.

I'm not sure he implied player landscaping...
Anyway. Your world isn't online for me to check this right now, but a couple of things occur to me:
- can the player check whether they actually have all the right texmaps in the relevant client folder? No files missing or corrupted, are they all the right size? Deleting any offending files and relogging would prolly fix it.
- does the player have some weird/old/limited gfx card that can't cope with your blending mode, or the sheer volume of textures?
- does the player have dds caching turned on in their client options, and if so does it help turning it off
- does the player have the latest client version
