Because they're balloons.
If you want constant height AND turning, try the Helicopter.

Realistically speaking balloons (hot air and lift gas kind) are not propelled they are at the mercy of the wind. Since there is no wind on the Universal worlds the direction you are facing when you convert to balloon mode is the direction you will go.

I am, presently, working on Zepplin and Blimp models and a few other lighter than air craft on T'muiria. Although models are easy and quick (relatively speaking) to make texturing has always been a big problem for me, time consuming thus I have yet to get them completed.

My "tests" when it comes to how they perform has been either the flight mode for planes like the settings for the bi-plane on Zion however I set the lift and speed way low, so at or about 11 mph the lighter than air craft gets into the air.

the other test was with the helicopter mode, however I have yet to get the right configuration to where neutral boyancy is achieved with a very low power.

Give me about a month to get my lighter than air-craft settings and textures and I will be more than happy to share everything I get with you.

Cheers

Erm....
you actually CAN turn them.
All you have to do I keep the arrow keys pressed down for a way longer time until they respond (like 3 or 4 seconds).
