usually when this happens for me it's that the last process didn't shut down properly.
try using ctrl+alt+del to bring up task manager, and find any "galaxy.exe" or "a-tractor.exe" sessions running. end task on all of 'em (or end process if you're using win2k / XP -- they won't show up as a task there) and you should be fine.
alternatively, give a reboot a go.

mmm, havent a clue. :] Could be many things really... will need some more info.
First off, have you tried rebooting your system? There is of course the common likelihood that its 'just windows' :]
Assuming you have, can u give me more info about where it 'freezes'. Do you get to the frontend screen? Does it display a window at all?
If you don't get any screen appearing, then the first thing to try would be to replace your tractor.cfx file. Make a copy of it first, (coz id be very interested in gettin a copy if it is the problem), then delete it.
The tractor.cfx contains your user details (so you'll need to re-enter your name and password) and some initialisation information (such as how big your window is, and whether you're using fullscreen or not). - If this file gets corrupted somehow, its possible it'll have the effect of making the game lock up when you start it.
As we discussed on another thread here, if removing the tractor.cfx file fixes it, please send me a copy of the original corrupted one so i can debug it.. Its a problem ive never been able to replicate on my system so far..
