no horse raised, yet wages paid

Description:
With 4 horses stabled, i had lowered stocklimit to 3,
(many hours, at least 12) after this, wages were paid without raising a horse,
then i sold a horse, so 3 horses were in stock, with stocklimit of 3.

half a day passed,
just now, again wages were paid again, no horse was raised.

Steps to Replicate:
This is the 3rd time this happened,
previous 2 times i had changed (lowered) the stocklimits,
this time i had not.

That's a bit over 45s in wages i lost on this bug,
and possible that it happened more often without me knowing.

Apparently it wasn't the 3rd time,
this evening it happened again,
i guess i missed a few times before.

Stable just pays once a day, even when not producing.

that's 16s per day.

Fixed now in script.
When the number of horses stabled is at or above the stock limit, the hostler will now be paid once a week (realtime) rather than once a day. They will be removed from the job if you don't have enough investment to pay them.
Stabled horses now need 1 hay per week. If theres none available theres a 75% chance they'll die.
