0.63.1 stuff for members

Amongst a few other bits and pieces, 0.63.1 provides the ability for members to create a "developer list" on their world (accessed via the F10 world editor -> Tools -> Manage developer list) that might look a bit like this..

World owners can select a limited number of other members who will have access to their world (via the private area on the frontend).

Edit.. ahh, nevermind... found a problem in the universe server code. That'll be updated when i get home tonight.
