it seems that even with 'check building overlap' turned off and building spacing set to 0, some buildings still don't allow others to overlap them. but it also only seems to happen to the south east of another building.
an example on ciroz.
i'm placing stop signs at intersections. i placed one at (71.435,16.989)
then i tried to place another at position (71.111,16.649) which is south east of the above sign
i got the "You cannot build here as there is another building nearby" and "The building cannot overlap others" messages, despite check building overlap and spacing both being set to 0. both models are thinner then the avatar, and the tiles i was trying to build on were diagonal from each other, so they weren't even on the same tile.
HOWEVER, when i demolished the sign, i was able to build the second one, and then able to build the first one again.
it let me build them where i wanted when the southeast one was placed first, but not the other way around.

the area colored pink is roughly where it wont let me build.
the blue box is the games blue box that appears from the construction menu. it shows the tile size.
notice how the no-build zone stretches outside the tile that the sign is on.
other annoying thing is that its not consistent.

build a building. any building.
go to the south a little east and try to build another building.
