you sign up to beta testing on the 'register' page, and hope your high enough up the list / active enough to get a email

Mar-Jul 2004 - v0.1 Public Beta, Galaxy closed beta

im guessing by that on the front page that its not too long to wait now until galaxy is public.
and theres a few new things coming soon, so i think thats gonna speed it up too
