Buildings 97-99 cause illegal op, no matter what they are

Description:
it seems that buildings 97, 98, and 99 will cause a client to perform an illegal operation as soon as they are highlighted in the construction menu no matter what they are set as.

just did it with a plain building, nothing set for it except house type and a name. as soon as my client highlighted it in the construction menu, it illegal op'd

Steps to Replicate:
make a bdat that has 100+ buildings
make note as to what buildings 97, 98, and 99 are. make them different types to make it easier.
go in game and highlight those buildings in the construction menu.
see that buildings #100+ can still be selected, the problem is only with 97-99

this should now be fixed (client 0.52.0) for up to 124 buildings. If you need more than that let me know and i'll stick it on the tdl - but theres some code that will need some heavy maintenance for it to go much higher than that for now.
