Description:
if you have 16 items in your inventory,m you will be unable to add anything else due to the max 16 different items rule. however, you also wont be able to add something you already have in your inventory.

ie. if you have 16 items, and if one of those 16 items is steel, you wont be able to unstock or buy anymore steel due to the 16 item rule even though steel is already part of that rule.

Just tested this and it worked ok for me - though i did notice that the check there wasn't taking into the 'cargo rules = 1' setting into account. (i.e. even if your world ignores the cargo rules, if one of the 16 items was purchased steel, it wouldnt let you remove steel from your own building - coz fundamentally they're treated as different items). I've fixed the check now so that if cargo rules is 1, then both types of the item are treated the same
