Em does not always work

Description:
They shoot a missile at me, I em them, their sheilds are still up, i asked them how their sheilds are still up, they say i never EMed them. happened to me when i fought yuri, and also happend to kb32a when he fought me. He thought he had Emed me, but on my side of the unioverse i had not been EMed. very nasty scary bug.

oh yeah, i and yuri were on 50.7

im assuming kb is running .7 too

This seems to be true with the gamma thing as well.

I believe this is connected to the bugs in the peer-to-peer connection system and should be fixed for 0.51.8
