I can use it but it doesn't allow me to put it on my world or save it than oprn it?

How do you work the building.dat
you didn't need to post 5 topics about it, it wont get you a reply any faster. if anything it'll pansy off people and make them NOT help you at all.
you need to download the Buildings Data editor from the world creation page.
then open the buildings.dat file in the servers data folder.
after your done doing whatever with it, save it again, tand on the server select 'Reload Buildings' from in the 'World Tools' section under the Tools menu. then relog.

Right. Putting buildings on your world is a 3-stage process.
1. You create a buildings.dat file (most people just call this the "bdat") using the buildingsdata.exe editor. This file tells the server what types of building there are on your world, and what their properties are. The file should live in your server's data folder. You must save it in that folder, and you must not rename it.
2. When you run your world server, it loads the bdat. But it doesn't know what building models and textures to use for each of the buildings in the bdat... until you assign them in the server software. You do that using the Tools/Buildings Editor option from the server window. Do that and you'll see all the buildings in your bdat listed on the left; click one, then click "change model", and that's how you assign models and textures to each building type. (building models and textures must be stored in your server's data/bldgs folder)
3. Once you've done that, enter your world using the client. Use the "build" tools (pickaxe symbol) to lay down individual building models on your world. If you've done it all properly you'll see all the buildings you set up in the bdat available in the various building categories (retail, ornamental etc) and when you choose one to build, you should see the model and texture appear...

http://theuniversaldownloads.com/BuildingsEd0507.zip is working fine. If you can't d/l it there's a problem at your end... your ISP... download managers (which should be disabled...) etc.
