Farm's can't build in open country Status:bugged

In Imperial, I tried building a farm. I was in Open Country but got this message: New farms can only be built in open country.

try to build on Green grass thats the only thing you can build on its not a bug its a setting

Are you trying to build in that one farm place where the new town is going up?

yeah i think you need to be a fair way out of the town, like maybe 6 squares away from where it first says "in open country"
