Im trying to build a Steel FRefinery on Zion and it keeps saying guests not allowed to build

Steps to Replicate:
Cant build Steel Refinery on Zion
Some towns on zion (monkton & hambledon, for example) dont allow you to build stuff.. In other towns that are built by players it is up to the person who built the town to decide whether 'guests' (i.e. anyone who isnt in their 'family'/guild) can build there.
I've rechecked settings just to make sure Zion isl working as expected (it is using the latest server code so it might have got broken) but it all seems to be ok.
Can you confirm which town you were trying to build in? Other than the town owner rules there shouldnt be any reason why you can't build. Let me know if you think otherwise..

because thier is a bug
steel mills and oil refs can be built in my towns of zoric and ciroz. however, everybody who tries are getting that 'guests cannot build buildings in this town' message. the towns are set to allow guest building.
i also get that message when i try to build in counsle.
