Description:
Its been there a while, just keep forgetting to report it.

When you cut your engines your deceleration rate will be very poor but if you reduce engine speed to 0.1 you decelerate rather fast in comparison.

Steps to Replicate:
Accelerate to Ion speed. Cut engines [shift-pagedown all the way].

well.. yes... kinda... if you accelerate to ion speed, then cut the engines completely before you've dropped below the limit of the impulse drive you will still decelerate quickly. the slow decceleration occurs when your impulse drive takes from the ion drive - the impulse drive having much less power to change your speed.

Admittedly, this is a lil um.. dodgy .. but a) its not really a bug - its a 'feature' of the way the ships engines work or, alternatively b) if it is a bug its an extremely uncritical one :].
Either way, im closing this..
