I'd say check your shortcut path.
Right Click onto the shortcut, and go properties, then see where your TRACTOR.EXE is. This file should be under (by default) C:\Program files\Island\Clients. If the EXE is not there, it cannot find the DLL file that is supposed to be in the same directory. However if there is no INTERFACE.DLL, the best you can do, is download the full version from the bottom of "Island Design" again, and reinstall the game again.
(The installation files have always been quite menacing, it places files in the wrong places, sometimes, and not really to blame the installers for this, but some DLL files were renamed "Whatever~1.DLL" when it should be "Whateveryoucallit.DLL", and therefore it causes a problem.)
So If you find an "INTERFAC~1.DLL" or something, rename it, and it should work.
P.S. FusionDragon is trying to talk like some kinda PC expert, when really, he's just a bit more than a dumbass. Spider's post is much more helpful.
