Galaxy/World: Can't reregister world (VERY IMPORTANT)

Both at planet #1014 and #1015

Description:
After the galaxy went down, all unregistered worlds were de-registered (if that's a word).
Now is that not much of a problem, but re-registering it is not possible (probably because the information of having or not having a world is saved permanently). The error message is 'Galaxy refused your world connection'.

People screwed because of this bug:
Peper (probably) (roni, #????)
VDZx (ChaosLand, #1015)
(probably more)

Steps to Replicate:
1. Crash into a planet with a world server running.
2. Make the galaxy go down.
3. Crash into a planet with a world server running.

I managed to assign my world now. Weird.

I'll assume thats just the gal server being a bit slow.. to minimise comms use the timeout on the gal server connections is quite long, so if theres an outage its possible it might take up to a few hours to clear off previous connection handles etc.
