construction menu changes

one i see right off the bat is under the construction screen the only Action is Build. So i cannot start lines or anything to lay roads.
EDIT: i have access to the full menu on my world, but not on sabrada.

I have two.... the first is the bug where a person puts in an investment or resources and they mysteriously disappear or a resource is withdrawn yet it stays in the building. So you have 20 x on the avatar yet there is still 20 in stock.

The second bug is when I log in to a world, I sometimes just see water... like I've zoomed in all the way and water is just covering the entire screen or water here and there and a bunch of empty space. I usually happens when I try leave one world and try to join another.

This is a world setting - Landscape -> Player Landscaping. Having it on 0 turns off all those options for non-sysops (1 turns it back on). For 90% of players those options don't mean much at all and just serve to confuse the menu arrangement, hence why they were removed.
