It was designed for players to have a taste of what it's like to run a server, configure it,etc.

So one can decide if one really wants a world and whatnot.
The game doesn't force you to make a world,it's there as a freebie.
(Use a free server,or don't use a free server)

The solution then, is to get more people to play - simple as that. :) We do that by fixing and improving the game and then promoting it a bit.. we'll be doin the latter in december.

Allowing people to make their own worlds, imo, is a huge improvement, (as are the market stalls :] ), a 'Unique Selling Point' (as they say in the industry) and one of the ways we can encourage more ppl to hang around here. It also results (ultimately) in a greater variety of worlds, and generates a creative 'free market' that can produce more benefits to the game than having a closed system for world design/ownership. (More hosts, more ppl raising issues and knowledgeable feature requests, more ppl being able to help with settings, more ppl willing to share models and ideas, more people with development skills getting involved with the game..etc etc )
There are downsides, of course.. but the benefits outweigh em, and the alternative can too easily stagnate.
(IMO)

then...
tell your friends about the game
tell your calssmates about the gamf you goto school
tell your coworkers about the game if you have a job
hang signs about the game at work/school
tell people about the game on any other message boards you visit
tell people about the game in any other chatrooms you visit.

if you think not enough play, then atleast spend a few secs here and thier to get more to visit and make the game a better place :P

personaly I think its a wonderfull idea...

We have all been there where we have had nothing to start with, shelling out $100 to develop the world for 1-3 months that runs with lots of bugs.

Think of them as beta planets, that may someday become full fledged.

It's a great idea, the only thing that would make it better is an AI programmed to constantly scream at you and point out EVERY SINGLE flaw in your free planet (Not to mention complain)... Just to show you all what all the other world owners go through all the time with their worlds  Sure there's a lot of kinks in the system... it'll come out fine, just like everything else... and why would not enough people playing be a problem anyways? Unless people find it hard to balance a world and play at the same time while having fun with it.... I think of it as Darwinism at it's finest
