hiya. not picking on you, but the few of us who dish those out usually as a few questions before sending them out... strictly a formality, you understand 
so your friend has an island already, and wants to host one for you? in which case he would need 2 regis, one for his island, and one for the one he'd be hosting for you.
if he's just just making one island, he doesn't need any regis.
if he has an island but wants two regis so he can host another, it'd be cool if i could check out the first island before sending a regi off... mostly we try not to bother giving them out if the owner in question hasn't gotten their first island off the ground yet.
