Yes, initially you'll potentially be able to max out your prestige, tho that would take quite a bit of effort. (It'd mean something like getting 1000 kills on mechzone, 100,000s on roja, 50,000s on zoric etc etc ) ( The figures are arbitrary.. just demonstrating the kindof amounts involved).
Ultiimately - in an ideal setup - there'd be so many worlds that you'd never run out of places to potentially gain prestige.
In the shorter-term tho, the amount you can potentially gain at a world would increase at rate proportional to the amount your prestige decreases. There'll also be other ways of getting prestige (for instance, by earning lots of gal credits thru space trading and/or acquiring special or unique galactic items (like the coolest lookin ship in the galaxy) ).
The prestige decay and limits tho are partly intended to ensure that no one person remains at the top of the list for ever - and timing when and how much prestige you exchange for could be considered a lil extra tactical element in the game.
