build ornamental...

I see the build ornamental, but nothing is in there.

Is this a useless feature? Or is it customizable, i.e. add .atm files into one of the folders.

island owners specify the models to use as an ornament

incase ya dont know what it is exactly its just a plain model they dont do anything, they dont produce
just sits there and does nothing but look nice

and you need the Artist skill to build ornamentals

Ornamental buildings don't do anything, they just sit there looking nice.

Thats why they are called ornamental as opposed to say, manufacturing.
