its probably not the bdat, unless you look in it and see the buildings etc setup to sell the other stuff etc.

more likely, the buildings used on the island got mixed up and aren't in the same order in the right window as they were origionally. doing this messes up the buildings on the island.

its possible to fix, but it could take a while. and pretty much involves going to each built building that you know what it should be, seeing what it is, then fixing it in the Building Info area of the server.

i.e. if you drive upto what looks like a shool and should be a school, but typeing *buildetails says something like "Drink Shop, Type Retail" then where the Drink Shop is on the right side window should be the school.

this could happen easily if the island was origionally set useing all the buildings via the "use all buildings checkbox" then that was uncheccked and they were manually added useing the 2 windows but not in the same order as on the list. or the opposite way around.

Hard to say what happened to do that.. zars ideas above could cause it..
It could also happen if you accidentally inserted a building in the middle of your bdat - whichd mean the buildings on your world would become misaligned. (On your world, each building is referenced by its index number (i.e. in the map your school might be referred to as 'building type 10'.. if you then inserted a new building as building type 5 or something, the school in the bdat would move up one and become type 11. The map would still be referring to 10 which is now whateva 9 was previously..)
(Check through your bdat in the editor, and make sure theres no 'New' unnamed buildings in the middle of the list.. if there is, deleting it might well put your buildings back into line)

Basically, you have to be very careful when making changes to your bdat on a live world :]

A couple of general tips..
a) Make regular backups of your buildings.dat
b) Always leave the 'Use all buildings' option checked. (Having it unchecked is a legacy feature thats not really required anymore)
c) Generally, try to finalise your list of buildings for your world before you start adding stuff to your map.
d) Be extra careful when adding new buildings to the b.dat :)
