they say that my direct 3d create device has failed.There may be problems with my video card drivers or Directx install.....

Adjusting the DriectX setup options on the video options menu may help....!!!

and i have already downloaded another directX 9.0 and installed it...
where is the video options menu anyway?and reinstalled the game several times too

to get to the video options screen, when you start the game, hit F1, goto the Options Menu and select Video Card Options.
if you can't get in the game to do that, you could also try switching from windowed or Fullscreen mode by Right clicking the games link, selecting properties, clicking Find Target, then opening Options.exe in the window that comes up. if it works after changing the display mode, you could get in the video options to further tweak the game.
and, if none of that works (this should probably be done anyway):
have you tried updating your video card drivers? have to goto your video card manafactures website and searching for new ones
