well infantry isn't a vehicle, no. it's just some accessories for your guy really: it's not considered a "vehicle" as such.
if you're on eastern plains for instance, you'd pretend that your lil druid chap just bought a nice military uniform and helmet and gun and such. it's intended that you think of it as the same "guy" though.
we're hoping to have better default guys and options along these lines soon, i know it's a bit of a stretch in its current form, heh.

it all depends on what you mean by vehicle. vehicle can be anything you use to move around in or anything that uses fuel.
any vehicle will count as a vehicle when it comes to inventory, since it still had the name Vehicle # before getting renamed. according to the server and client items Vehicle 1 threw 24 follow vehicle inventory rules and special inventory capacities.
however, if you look at a Vehicle as being something that uses fuel or in a sense of car/boat/plane terms, then anything without an Exit Vehicle is defined as a humanoid character and can enter a house.
